Why the DV Photo Rule Is So Strict

The Diversity Visa Lottery gives away 55,000 US green cards a year to people from countries with historically low immigration to the United States. Entry is free, the form takes minutes — and the photo specification is the strictest in American immigration. Why? Because the entire program is processed by machines first. Entries are validated automatically, duplicates are detected by facial comparison across years, and non-compliant photos are filtered before any human ever sees them. A photo that “looks fine” to you can fail the automated gate and silently void your entry.

The statistics are sobering: photo non-compliance is consistently among the top disqualification reasons in the DV program. Not ineligibility, not fraud — just pixels. The cruelty is that you never get feedback; a disqualified entry simply never appears in the selection. The Official Digital Specification

Note the differences from Schengen specs: DV photos are square and digital-only — no prints involved. Composition: Head Size & Position

The head — measured from the bottom of the chin to the top of the head (hair counts; a tall hairstyle counts) — must occupy 50% to 69% of the image height. Position it centred horizontally with the eyes roughly on the upper-middle horizontal band. Common failures: selfies shot too close (head at 80%+), scanned old passport photos (head at 40%), and tilted heads.

The practical method: shoot against a white wall from about 1.5 metres, camera at eye level, then crop to square with the head in the correct band. Face, Glasses & Expression Rules

• Neutral expression, mouth closed, no smiling or teeth visible.
• Eyes open, looking directly at the camera; no hair over the eyes.
• No eyeglasses — prohibited since DV-2018. Remove them even with a prescription; sunglasses and tinted lenses doubly so.
• Full face visible: no shadows across the face, no headwear except religious coverings (full face still visible).
• No uniforms or camouflage-patterned clothing — wear normal everyday clothes; religious attire worn daily is fine.

The glasses ban surprises entrants every year because it differs from some national ID standards. The DV instructions are explicit: photos with eyeglasses are rejected. Take them off for the thirty seconds the photo requires.

The Reused-Photo Disqualification Trap

This is the DV program’s quietest killer. The State Department runs facial recognition across entry years: submitting the same photo as a previous year’s entry is grounds for disqualification, even if the photo itself is technically perfect. The logic is anti-fraud — it catches duplicate entries — but it catches innocent repeat entrants too.

The rule is simple: every entry year needs a fresh photo, taken within the last six months. Don’t crop a different region of the same old portrait either — the matching is sophisticated enough to catch it. New year, new photo, no exceptions. Lottery Scams & Photo “Services”

• Entry is free at the official State Department DV site — anyone charging an “entry fee” is scamming you.
• Photo “validation services” that charge to check your photo add nothing the official photo tool and this generator don’t do free.
• “Guaranteed selection” offers are fraud — selection is a random computer draw; nobody can influence it.
• Never share your confirmation number with agents or “helpers” — it lets them hijack your entry.
• Winner notification is never by email. The State Department does not email selectees — you check your status yourself with your confirmation number. Any “you won” email is a scam.

After Entry: If You’re Selected

Selection is the start, not the finish. Selectees must still complete the DS-260, pass a medical exam, attend a consular interview, and prove education (high school or equivalent) or qualifying work experience — all before the fiscal year’s visa numbers run out. Photo Rules for Derivatives: Spouse & Children

Your entry isn’t just your photo. The DV entry requires separate compliant photos for your spouse and every unmarried child under 21 — including stepchildren and adopted children, whether or not they will immigrate with you. Each derivative photo must independently pass the full 600×600 px specification, and each must be recent and unreused. A perfect principal photo paired with a non-compliant child’s photo voids the entire entry.

Photographing infants and toddlers to DV standard takes patience: lay the baby on a plain white sheet in soft daylight, shoot from directly above, and ensure no hands, toys, or shadows appear in the frame. For older children, the same neutral-expression and no-glasses rules apply. Entry Timing: The Registration Window

The DV lottery opens for roughly five weeks each autumn (typically early October to early November) for the program year two years ahead — and there are no extensions, ever. Millions of entrants flood the system in the final 48 hours, when the State Department’s servers are slowest and most prone to timeouts. A timed-out submission with no confirmation number is not an entry.

The winning strategy is boring: enter in the first week, on a stable connection, with photos validated beforehand using this generator. Save and print your confirmation number immediately — it is the only way to check your selection status the following May, and the State Department will never email you. One entry per person per year; duplicate entries by the same person mean disqualification of all of them.
